About David Cunningham

David has recently started as Head of Development Services for Unity Water. As part of this role David will lead a Branch of 40 staff across two offices. The key focus is to ensure streamlined approvals for development projects across the Noosa, Sunshine Coast and Moreton Bay regions. David has significant experience working for Councils, State Government and private industry and his key strength is partnering with industry to ensure timely delivery of projects and quality development outcomes. Prior to joining Unity Water David was the founding Manager, Development Assurance and Outcomes where he was responsible for managing a team of 40 officers across the areas of Trunk Infrastructure Calculations, Infrastructure Agreements, Plan Sealing and bonding of works, the appeals unit for Planning and Environment Court matters and the Building and Construction Management Team (BCMT) which is responsible for ensuring development projects across Brisbane are compliant against Development Approvals. David also provides leadership and specialist advice that contributes to the overall management, operation and strategic direction of the Development Services Branch of the Brisbane City Council. Prior to joining Brisbane City Council, David was responsible for managing the Arcadis Town Planning and Development Advisory Team and growing the business across Australia. As part of this role he managed large scale industrial and residential developments as well as having project manager roles for complex planning and infrastructure projects across Australia. David was previously a Senior Property Economist at the AEC Group and an Associate of Land Economics at HillPDA where he was involved with providing strategic economic advice to key clients across Queensland and New South Wales. David has also held Development Manager and Planning Manager roles for the Urban Land Development Authority in Queensland where he was responsible for the planning and delivery of the Woodlands Project in Mackay and the Northshore Hamilton mixed use development in Brisbane. David has also held senior positions in Local Council’s and the private sector both in Queensland and the United Kingdom where he was responsible for advising State and Federal Government on the delivery of infrastructure projects and greenfield land projects. David has a strong client focus on the delivery of projects from the planning and inception phase through to on the ground delivery and handover.
