A six time Chief of Party for USAID contracts with 20 years of international development experience, before becoming CoP for the Kyrgyz Agro Trade Activity, Dr. Dyer managed complex development projects in Sri Lanka, Timor-Leste, Indonesia, and Mongolia. Effective in private sector led approaches to meet challenging conditions, he is a skilled contracts manager, facilitator, and motivator who has worked with diverse private sector partners, from small traders to large partners including Conoco-Phillips and Nestlé. While supporting ASEAN (2011-2014) Dr. Dyer built the capacity of government officials to address policy constraints, monitor financial systems, and integrate private sector stakeholders into regional policy discussions to enhance trade, and facilitated multi-government and multi-donor dialogue on key policy issues in Asia. PhD in Economics from The American University, Bachelor of Arts (B.A.) focused in Business/Managerial Economics from University of Delaware.
