About David Hoort
Over the last 26 years as a State Court District and Circuit judge my caseload included civil, criminal and appellate jurisdiction. My administrative duties encompassed the full spectrum, including supervision as a circuit judge of a small staff, and varying degrees of responsibility and/or interaction with other departments, Circuit Court Probation, Prosecutor, Law Enforcement, Municipalities, County Clerk, and Friend of the Court, to the supervision as a district judge of a staff of 20 plus persons, and the related departments (civil, criminal, bookkeeping, probation), Law Enforcement and Municipalities. As the Chair of the State Bar of Michigan Criminal Law Section, I presided over a council of approximately 20 persons, including prosecutors, judges, defense attorneys and academia. Our CLS has over members. I have also co-Chaired the State Bar's Criminal Jurisprudence and Practice Committee working with the legislature and other interested parties to enact needed legislation; and chaired Ionia County Community Mental Health, with responsibilities to the people who received services, employees, and board members. As a District Judge I established a Coordinated Response to Domestic Violence, with responsibilities to the community, victims, batterers, law enforcement, prosecutors, defense attorneys, litigants, and the professional community. As a Circuit Judge I established Michigan’s first Mental Health Court and pioneered a second specialty court for offenders who would otherwise fall through the cracks. With no State funding granted or requested, I assumed responsibility for its leadership and administrative duties. As an Assistant Attorney General I provided experience, training and motivation to our attorneys; consultation to State of Michigan agencies; and in-court litigation in the State and Federal Courts. For the last two years I have been the Chief Administrative Officer for the Michigan Attorney General Flint Water Crisis Investigation.
