About David J Bernstein

Dr. David J. Bernstein is the owner of DJB Evaluation Consulting. He has over 40 years of professional experience in public administration, evaluation, performance measurement, strategic planning, quantitative and qualitative analysis methods, and services for people with disabilities and older adults. In this role he provides technical assistance, monitors performance, and evaluates coordinated transportation programs. Dr. Bernstein was formerly the Director of Evaluation with the United Methodist Church, a Senior Study Director with Westat, a project leader for district-based surveys for the Montgomery County, MD Public Schools, and worked for 14 years Montgomery County, Maryland. While with Montgomery County, he conducted program evaluations, performed administrative and budget analysis, and assisted in developing strategic plans and long-term public services programs. Dr. Bernstein’s work and research has emphasized the utilization of research and evaluation results and the involvement of stakeholders, including community members. Dr. Bernstein is a Past Chair of Washington Evaluators, the DC area affiliate of the American Evaluation Association (AEA). He was the 2017 AEA Conference Program Co-Chair and has served on several American Evaluation Association (AEA) working groups and task forces. He is a past chair and founder of the American Evaluation Association Topical Interest Group on Government Evaluation.
