About David Karpul

David is a multi-disciplinary data scientist with a PhD in Engineering and Medicine. His primary focus is on quantitative analysis, research design and data automation. Specifically, David has a track record in bulk data analysis and automation, simulation and optimisation, statistical analysis, machine learning, study design, and data visualization. The recurring theme in his career is a desire to have an altruistic element in his work and has subsequently made the transition to the development sector from academia and consulting. Recent Projects include: 2022 (Ongoing): Implementation of indicators for local government as part of the Municipal Financial Management Act (MFMA) Circular No. 88: David performed the role of technical data specialist and was responsible for advanced excel work, including writing excel macros, to collate and evaluate of indicators submitted by 257 municipalities as part of the Circular No. 88 requirements. 2023 (Ongoing): Evaluation of the Reading and Leadership Strengthening in South African Schools: David performed the role of data specialist writing custom software to conduct automated surveys of participants via WhatsApp. 2022 (Ongoing): Assessment of South African municipal demarcation proposals: David performed the role of data manager and analyst, and was responsible for coordinating, managing, and automating collection and reporting of a wide range of multi-scalar administrative, strategic geo-spatial, qualitative and statistical data. 2022 (Ongoing): The effect of stormwater infrastructure projects as climate change adaptation interventions on property prices in the City of Cape Town: David performed the role of data scientist creating several hedonic price models, statistical analyses. 2022 (Ongoing): Cape Town Incentive Overlay Zone: David performed the role of data analyst, creating a model drawing on geospatial property data and zoning bylaws, to compare the extent to maximum available bulk rights have been taken up. 2022: Analysis of debt owed by households to municipalities in South Africa: David performed the role of data manager, writing a custom python program to collate national treasury audited financial data to a generic format, accessing the data through the publicly available National Treasury API. 2022: World Bank: Beyond-the-Gap scenarios for South Africa’s water and sanitation sector: David performed the role of data analyst and was responsible for making adjustments to an existing water demand and infrastructure model.
