About David M. Kaplan

I’m a family physician and health system executive with over 20 years of clinical experience and a passion for building quality-driven, inclusive, and future-ready healthcare systems. As Vice President of Quality at Ontario Health, I lead provincial initiatives to improve care across hospitals, home-care, long-term care, and primary care, including the development of Ontario’s Quality Standards. I’m especially passionate about digital health, transitions in care, developmental health, and meaningful engagement with patients and caregivers. I championed the first provincial Quality Standard on youth-to-adult transitions, and introduced the first-ever patient co-chair to a quality standards advisory committee. I also chair the Patient and Clinician Engagement Committee for the North American Primary Care Research Group. My work spans clinical innovation, research infrastructure, digital tools, and academic leadership—including co-developing an 18-month well-baby developmental toolkit used by thousands of physicians across Canada. I’ve also helped build a research culture in the community hospital sector, having established Canada’s first endowed Research Chair in Family & Community Medicine at North York General while I was Interim Chief of Family Medicine. I bring together lived experience as a parent, clinical insight as a family physician, and strategic vision as a system leader to drive compassionate, evidence-based care for all.
