David Magney Environmental Consulting (DMEC) is a sole-proprietorship firm established by Mr. David L. Magney in 1997. DMEC, a certified small business, provides environmental consulting services to public and private clients with biological, wetland, and geographic resources consulting and permitting services throughout the West: • Botanical surveys, including floristic and special-status species for vascular and nonvascular plants • Impact assessments and evaluations for CEQA and NEPA (including EIR/EIS preparation) • Ecological evaluations • Construction monitoring (permit compliance) • Vegetation mapping • Mitigation monitoring • Wetland delineation and mitigation planning • Fisheries habitat assessment and monitoring • Wetland permitting (404, 401, 1600 et seq.) • Small mammal trapping (population census) • Endangered species permitting (Federal and California) • Wetland functional assessments using the Hydrogeomorphic Method (HGM) • Caltrans Natural Environment Studies • GIS (ESRI Software) • Satellite image processing/habitat and land use mapping • Watershed planning/natural resources management • Ecological risk assessments • Environmental education and interpretation • Vegetation restoration planning • Tree Assessments • Habitat restoration implementation Mr. Magney has assisted hundreds of clients with a wide variety of projects throughout the West, as well as in the Gulf states (Alabama and Mississippi), Ecuador (Guayaquil and Amazon areas), and Sweden. Most of Mr. Magney’s experience is in California. Los Angeles County added DMEC to its Certified Biologist list in 2004, and DMEC has been on the Ventura County Planning Division’s list of approved consultants since 1997. Mr. Magney, a Certified Consulting Botanist is also on Ventura County’s list of qualified biologists, and DMEC is on the list of qualified biologists for Santa Barbara County.
