About David Morar

I work at the confluence of data protection regulation and AI policy for Meta, hold a PhD in public policy and have a decade+ experience in the field of emerging technologies governance. Before this, I was a Senior Policy Analyst at New America, a think tank dedicated to renewing the promise of America in the digital age. I also held academic appointments with George Mason University in Virginia and FGV Law in Rio de Janeiro, and was affiliated with research centers at the University of North Carolina Chapel Hill and the Hans Bredow Institut. My core competencies include conducting research, writing publications, and policy advocacy while engaging with diverse stakeholders on topics such as global governance, business and human rights, tech and private governance, privacy and data protection, artificial intelligence governance, ethical implications of technology, and social media and the policy environment. My mission is to foster a more inclusive, accountable, prosperous, and democratic digital society, where technology serves the public interest and respects human rights, while leveraging its immense benefits. I am passionate about exploring the opportunities and challenges of emerging technologies, such as AI, nanotechnology, and data science, and how they can be governed in a way that balances innovation, equity, and accountability. I have contributed to several influential publications, such as the Wall Street Journal and the San Francisco Chronicle among others, and I have collaborated with various academic and civil society partners, as well as interfaced with policymakers across the globe.
