About David Pagan

David currently serves at Director of Program Management at Thakkar Developers, a real estate investment company that collaborates with best-in-class partners to acquire, finance and develop high-yield, diversified assets. He previously served the Texas Association of Business (TAB) as Executive Director for the North Texas Region and as Policy Director for the Collin County Business Alliance (CCBA). He also worked with Command Consulting Group (CCG) after his service at the U.S. Department of Homeland Security (DHS) as a Senior Policy Advisor in the Office of International Affairs. He served DHS at US Customs and Border Protection from 2007-2010 as the first Director of State, Local and Tribal Relations and in 2009 served as Acting Director of Policy and Planning. Prior to joining DHS, Pagan served California Gov. Arnold Schwarzenegger from 2005 to 2007 as a deputy director in his Washington, D.C. office. In this capacity, he was responsible for analysis and advocacy on federal policy issues related to immigration, border security, emergency management, homeland security, criminal justice, gaming and financial services. He previously served the Texas Office of State-Federal Relations in Washington, D.C. as associate director from 2002 to 2005 handling a similar portfolio of federal policy issues. His previous Texas service included positions with the Department of Insurance, Water Development Board, Legislative Budget Board and Fifth Court of Appeals. He also served the city of Ennis, Texas as the Assistant to the City Manager and Economic Development Coordinator.
