I retired from serving an 8th term as the elected, full time, legal counsel for the City of West Memphis, Arkansas, where I was responsible for all legal matters involving the City of West Memphis, including civil litigation in Federal Court with extensive experience in environmental matters, defense of claims against municipalities and municipal officials, jury trials in Circuit Court, and prosecution of misdemeanor and traffic offenses in the local District Court. I have experience defending CERCLA (Superfund) enforcement actions, contribution claims, Toxic Substance Control Act (TCSA) claims, wetlands litigation and other environmental issues. I am licensed to practice in all courts in the State of Arkansas. the United States District Courts in Arkansas and the United States Court of Appeals for the Eighth Circuit. I prepared or reviewed all ordinances, resolutions, and contracts for the City of West Memphis. I served as legal counsel to all municipal boards and commissions. I represented the West Memphis Utility Commission which is a part owner in two coal powered electric power plants, owns and maintains its electricity distribution system, owns and operates a water production, treatment and distribution facility, and a 6 mg/d wastewater collection, treatment and discharge system. I have represented the Utility Commission before the USEPA and the Arkansas Dept. of Environmental Quality (ADEQ) in environmental matters, permit issues and enforcement matters. I served as legal counsel for the West Memphis Municipal Airport Commission and the West Memphis Port Authority, which owns and manages port facilities on the Mississippi River. I represented the Public Facilities Board in its economic development projects. I am a member of the American Bar Association, the Arkansas Bar Association and the Crittenden County Bar Association. I have also been a member and past-president of the Arkansas City Attorneys Association.
