In the 6 years i've worked in safety i have prided myself in engaging workers and making safety a personal thing for them as opposed to something you are made to do, if your approach is one of reminding each person that they aren't primarily being safe for the company they work for but instead it's for your loved one's the people at home wife, kids and how devastating an injury can affect them and the household. Telling them to not forget who's counting on them to be safe and come home, I have managed to reach even the most reckless of employee's with this same approach. I know that in 6 years it has enabled me to achieve worker buy in to the reasons for them to have a personal relationship with safety and in so doing i have managed to considerably lower and in some cases eliminate LTI's with the companies i have worked with. I do not take credit for these because without employee buy in none of it was possible but i know that i had an influence on the culture and on each one of those workers that will permanently affect their conscious approach to working safely.and that's a good start.
