About David Pottebaum

David Pottebaum has more than 30 years of technical and managerial experience focusing on institutional and organizational development, public administration transparency and accountability, local governance, university and non-profit organization capacity strengthening, conflict mitigation and reconciliation, and countering violent extremism (CVE). He has broad experience designing strategies for large- and small-scale development projects, and in project planning, results-based management, financial management, and monitoring and evaluation. He has extensive experience assessing civil society organization and community needs and priorities, designing associated development policies and strategies, and assessing resulting outcomes. He is a skilled project manager, communicator, technical advisor, and trainer across a range of topics, including:• Project design and management, from technical and leadership perspectives, including development of annual work plans, writing progress reports, and designing and implementing staff and partner learning and planning sessions;• Project monitoring, evaluation and learning (MEL), including development of plans and systems, large- and small-scale research and survey tools and data analysis, use of data in project management and learning, and data quality assessments (DQA);• Organization design and strategic planning, including mission and goal setting, identifying progress indicators, and constituency and stakeholder analysis;• Organization management policies and processes, including administration, finance, procurement, and human resources;• Social accountability tools, including community scorecards, citizen report cards, and citizen charters; and• Public communication and presentation skills, approaches, and tools. Dr. Pottebaum has served as USAID Chief of Party on 6 long-term projects with a total contract value of $139 million implemented by Development Alternatives, Inc.(DAI) in Southeast and South Asia over the past 20 years. He has managed large, diverse teams, including hiring for start-ups and adapting staffing to changes in the work environment; established systems for effective program operations; designed and managed monitoring and evaluation systems, managed budgets composed of funds from multiple sources; and implemented grant programs with total value of $41 million, including more than grant awards to local and international NGOs. He has regularly worked with and served as liaison to high-level government officials, USAID mission staff, and USG officials.
