About David Rice

My lifelong passion is advancing disability employment and equal opportunity for all people. I believe that work should be a place where everyone has the chance to contribute, grow, and lead, regardless of how they move, communicate, or interact with the world. As an HR professional, I view Human Resources as more than policy and process. It is about people. Every resume represents a story, and every hiring decision carries the potential to shape a life. Centering empathy in our systems leads to practices that are not only compliant, but respectful, inclusive, and impactful. This people-first mindset is especially important when it comes to disability. Too often, disability is reduced to an issue of accommodation or legal risk. But people with disabilities bring problem-solving skills, adaptability, and lived insight that can strengthen teams and improve outcomes. When organizations recognize disability as a strategic advantage, they create workplaces that are more innovative, resilient, and reflective of the world around them. That belief is what drives me. I see employment as one of the most powerful tools for personal and collective transformation. The opportunity to work and to be valued for your contributions can change the trajectory of a person’s life. It can also shift how communities thrive and how businesses succeed. Whether in government or the private sector, I believe in building fair and accessible workplaces where talent is recognized, supported, and empowered. I am committed to helping organizations move beyond checkbox approaches and build systems where equity is foundational.
