About David Rubin

As an emerging leader in developing health system and public program innovation to meet the needs of high-risk populations, Dr. Rubin joined the University of California Office of the President as Executive Vice President of Health in October of 2023. For this role, he draws from his career experience as pediatric primary care clinician, health services researcher, operational leader, educator and mentor for fellows and junior faculty interested in health policy and population health. Dr. Rubin has been drawn to the challenges facing health systems as they take on risk for the populations they are serving. At the University of California, he is working with campuses leaders across the UC Health enterprise to improve access to care and the value of services delivered to people across California. Previously, at the Children's Hospital, he led the interdisciplinary PolicyLab, which strengthened the applicaiton of research knowledge toward better programs and policies across Southeastern Pennsylvania and beyond. A skilled investigator, he has authored more than 120 manuscripts spanning peer-reviewed research, policy analyses, and edited chapters in prominent journals, including seminal manuscripts in JAMA, Health Affairs and Pediatrics on the quality of care for low-income children and families, including some of our highest risk children in the child welfare system. Dr. Rubin’s concern with the fundamental questions of equity, insurance coverage, access and quality of care for underserved populations informs his frequent presentations to the medical profession and to city, state, and national leaders, as well as appointments by the White House and the Pentagon to commissions tasked with developing national strategies to improve the health of children and families across the country.
