About David Snodgrass

I am former Police Lieutenant and Acting Chief of Police, with more than 24 years of law enforcement service, including five years working overseas with both the United Nations and the European Union. I currently work as a Contract Curriculum Development Specialist for the Engility Corporation and am assigned to ICITAP MHQ. I am currently creating advanced and specialized training programs for international police partners and manage an Adobe Connect based online Curriculum Training Library. I served as the Senior Adviser to Kosovo Academy of Public Safety with US DOJ's ICITAP program. Prior to that, I worked as the International Assistant to the Head of the Strengthening Department for the E U’s Rule of Law Mission in Kosovo (EULEX), assisting with the supervision of over 300 International Police Officers and Local Staff. I also served with the United Nations Mission in Kosovo (UNMIK) as Planning and Research Officer. I have law enforcement leadership and training experience in the US in both Arizona and Alabama. I have outstanding strategic and operational planning and analysis expertise and have strong interpersonal skills including the ability to communicate effectively both verbally and in writing. I am a certified law enforcement instructor and have taught at all levels of law enforcement from the academy level up to and including senior management. I have specialized in training delivery on topics such as: Leadership, Management, Stress Management & CISD, Training Liability, Training Techniques, Lesson Plan Development, MS Project and Basic Academy Training. I have experience in strategic planning, organizational change, grant writing and policy development. I currently hold a Secret Clearance.
