David Sunding is a noted expert in law and economics topics, including antitrust, product liability and environmental regulation. In 1996-1997, he served in the Clinton White House as Senior Economist at the Council of Economic Advisers. He is Vice Chairman and Managing Director at Berkeley Research Group LLC where he is the firm’s global head of Economics, Disputes and Investigations In Sunding became a tenured professor at the University of California Berkeley where he teaches microeconomic theory, industrial organization, environmental and resource economics, and law and economics. Since 2009 he has held the Thomas J. Graff Chair. He has also taught economics and law at Boston College, and was a visiting professor at Stanford University. He served two terms as department chair at Berkeley, and is a founding director of the Berkeley Water Center. He has won numerous awards for his research from professional associations and private foundations. Sunding is an experienced testifier and economic expert in areas including competition, product liability, environmental health risk, natural resource damages, applied econometrics, survey methods and damage estimation. He has testified and consulted extensively in antitrust matters, including on class certification, merits, merger analysis and conduct. He has also testified in complex environmental cases such as U.S. v. BP (Deepwater Horizon), Minnesota v. 3M, the TCP Product Liability cases, and the West Coast PCB litigation. He has testified in three interstate cases of original jurisdiction before the U.S. Supreme Court. Sunding has an extensive record of advising government agencies in the development of regulatory interventions. He has testified before Congress on numerous occasions and has served on panels of the National Academy of Sciences and the USEPA’s Science Advisory Board.
