Responsible for sourcing, negotiating, awarding and documenting purchases for materials, services, and supplies in support of a U.S. Government programs. Compile and analyze data to perform price analysis and review proposals to establish price objectives. Prepare RFQ’s/RFP’s, review and negotiate terms and conditions, make best value source selection decisions to determine lowest cost consistent with quality, reliability, and ability to meet schedule requirements. Responsible for managing supplier performance to cost, schedule and quality requirements. Examine estimates of material; equipment services; production costs; performance requirements; and delivery schedules to ensure accuracy and completeness. Provide risk assessment of proposal/contract terms and conditions; formulate and execute strategies to minimize potential risk to the business. Negotiate Terms and Conditions, Non-Disclosure Agreements, End-User License Agreements and other miscellaneous contractual agreements. Assist in the development of bids and agreements. Execute to customer requirements including government regulations (FAR and DFAR), public law and L3 ComCept policies and procedures.
