With over 20 years experience in public practice David has provided advisory services to a variety of public sector organisations in Northern Ireland, Great Britain, Europe and the Middle East. After six years of working with clients in Bermuda and the Caribbean focussing on strengthening and improving the capability of finance, David retired from PwC and is now focussed on supporting the work of a number of international christian organisations and charities. David specialises in public sector financial management including strategy, estimates, budgets and planning, information systems, procurement, transformation and change management, and policy reviews within the Public Sector. He has extensive experience in operating at Board and senior management positions, and working with Ministers and policy advisers. His ability to deliver ground breaking projects in challenging environments is widely recognised. Uniquely, David has taken successfully significant large projects through their entire life cycle from conception, business case, procurement, contract negotiation, delivery and ongoing contract and performance management. David is comfortable operating at a Board level acting in recent years as Director of Finance for two UK government departments, serving as a member of a departmental management board, and led finance, commercial, ICT, communications, internal audit, operations and infrastructure directorates.
