About Davis Backer

As a trial attorney with the United States Department of Justice, I serve as lead counsel representing the United States in complex civil litigation matters involving various environmental and administrative statutes. My expertise lies in counseling client agencies across a range of issues including statutory and regulatory responsibility, litigation risk and strategy, settlement potential, administrative record production, discovery production, and compliance with federal court orders. Since starting in the Attorney General's Honors Program, I've developed extensive experience authoring persuasive dispositive motions, handling emergency motions practice, navigating multi-party mediation, settlement negotiation, preparing witnesses for in-court examination, and presenting oral argument in federal court. Representing the United States in federal court has been, and continues to be, a tremendous honor and responsibility.
