About Dean Howell

I serve as Command Master Chief at U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center, where I advise senior leadership on organizational readiness, operational effectiveness, and strategic execution across one of the Navy's most critical maintenance operations in the Indo-Pacific. Over 23 years of service, I've led at every level—from personnel management aboard USS Essex during Operation Iraqi Freedom to serving as Region Command Master Chief for Navy Region Hawaii, where I directed the Navy Wounded Warrior program. My career has been defined by three principles: operational excellence, strategic partnerships, and taking care of people. I've managed organizations with budgets exceeding $500 million and led teams of more than personnel across complex, multinational environments. During the 2011 Fukushima crisis, I led rapid evacuation operations under extreme pressure. Throughout multiple assignments in Japan, I've built enduring relationships between U.S. and Japanese military and civilian stakeholders, serving as a bridge between cultures and organizations. As Senior Strategic Advisor at KaTiga Advisory Group, I leverage my deep understanding of naval operations and maritime ecosystems to guide complex engagements in the Indo-Pacific region. I help organizations align industry capabilities with operational requirements, drawing on decades of experience navigating government, defense, and regional partnership environments. I'm also Executive Vice President of The Freedom Contract, a nonprofit organization dedicated to ensuring aging and disabled veterans can live with dignity and independence. We provide essential home modifications—wheelchair ramps, accessible bathrooms, HVAC systems, and roof replacements—to veterans who sacrificed for our freedom. This work reflects my commitment to the people who serve and the responsibility we have to fulfill our side of the social contract. I'm an Honor Graduate of the U.S. Navy Senior Enlisted Academy (Class 192) and Command Master Chief/Chief of the Boat Course (Class 186), and I hold an Associate of Science in Management from Park University. My decorations include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal, and five Battle "E" awards. Whether advising commanders on readiness, connecting stakeholders across the Pacific, or ensuring veterans have safe homes, I focus on delivering results that matter. I'm here to build partnerships, solve complex problems, and serve those who've earned it.
