About Deandre Baker

With over 10 years of experience in various leadership and management roles, I am a transformational and agile leader who is passionate about community investment and education reform. I have a Master of Public Administration and Policy from American University, a Master of Science in Executive Leadership from Catholic University of America, and I am a certified Project Management Professional (PMP), Certified Public Manager (CPM), and Certified Contract Administrator (CCA). As an Operations & Strategic Advisor at the DC Office of the State Superintendent of Education (OSSE), I work within the Office of the Director to develop and implement strategic organizational plans, priorities, and projects. Recently, I have worked to create innovative initiatives to resolve complex organizational issues, such as the OSSE-DOT Pay Parity project, the Parent Stipend Program, and the OSSE Interoperability project. I leverage my skills in organizational development, operational planning, and people management skills to support OSSE's mission and vision of ensuring high-quality education for all DC students. As a civilian, I serve on the Board of Directors and as the Chief Financial Officer for Gwen's Harvest, a Georgia-based non-profit that works to eradicate food deserts by building community gathering centers. I also serve on the Board of Directors for a local non-profit that blends community programming and mentoring around sports management, education, and advanced technical skill development. I am a current member of the National Forum for Black Public Administrators'(NFBPA) DC Chapter. My research includes: 1. Countervailing the Racial Wealth Divide through Direct Public Offerings of Community Investments 2. Policy Analysis: Reform of the United States Education System 3. Financial Analysis: The Re-Merger of CBS and Viacom 4. Economic Policy Analysis: Reducing Inflation and Rising Inequity through Tax Subsidies for Domestic Product Manufacturing
