About Debb Hurlock

Dr. Debb Hurlock is a recognized leader in the fields of Inclusion, Leadership, and Organizational Culture. With over two decades of experience, she has worked across education, non-profit, and corporate sectors to drive equitable and inclusive practices that enable transformative change. Currently serving as the Director of Culture, Inclusion, and Leadership at Pembina Pipeline, Debb brings both strategic insight and deep lived experience to her work—as a member of the LGBTQ2S+ community and as a long-standing advocate for equity and justice. Prior to joining Pembina, Debb led her own Consultancy practice, supporting more than 50 organizations in advancing gender equity, LGBTQ2S+ inclusion, the engagement of men and boys in equity efforts, violence prevention, gender transformation, poverty reduction, and anti-racism. Her work is grounded in relational, participatory approaches and informed by a commitment to transformative education and applied research. Debb has also sat on several Boards. Debb’s focus areas include Inclusive leadership development, strategic development and implementation, evaluation, and system change. She holds a Doctorate in Educational Research and brings a unique blend of academic perspective and practical experience to every initiative she supports
