About Deborah Manigault

I am a seasoned and versatile civil rights professional with a diverse array of 20+ years’ professional experience in the areas of civil rights, human rights, and human relations, including civil rights law enforcement and compliance investigation; directing a dispute settlement/community mediation program; managing operations for a non-profit organization; developing education and outreach strategies to convey civil rights laws and human relations programs to the public and educate officials and stakeholders about civil rights laws; directing social services for a residential health care facility; and developing strategies to assist people with cognitive and mental disabilities. I bring a mastery level knowledge of laws, regulations, and procedures governing civil rights and additionally offer a unique perspective that stems from my managerial and human relations abilities. I am a highly skilled civil rights investigator with a high level of expertise in fact finding and analysis. For the past five years, I have worked as an Equal Opportunity Specialist with the Office of Fair Housing and Equal Opportunity in Atlanta and Denver. I possess a demonstrated expert, mastery level knowledge of fair housing and other civil rights laws, including Titles VI and VII of the Civil Rights Act of 1964, Title of the Civil Rights Act of 1968 (the Fair Housing Act), Section 109 of the Housing and Community Development Act of 1974 (Section 109), Section 3 of the HUD Act of 1968 (Section 3), Section 504 of the Rehabilitation Act of 1973 (Section 504), the Age Discrimination Act of 1975 (ADEA), and Title II of the Americans with Disabilities Act (ADA), among others. I have a knack for writing clearly, concisely, and creatively. Throughout my career, my peers and managers have regarded me as the go-to wordsmith and the overall resident creative resource.
