About Declan Oconnell

In my last role, I led a team of over 100 professionals as the Sr. Director of Workforce Planning and Support at HCSC - with oversight of our Real-Time, Short-Term, and Long-Term planning teams supporting Medicare operations as well as the Coaching, Training, and Knowledge Management teams. Before this, I served as the Director of Strategy for the Transition Execution Office at Cigna, and was responsible for crafting the transition planning structure and strategy for a $3B+ divestiture. Additionally, I've served as the lead architect for Cigna's operational strategy across a $2B and 16K employee organization, led internal operations integrations ranging from teams of 50 to and led enterprise strategic initiatives targeting over $100M in expense reduction. I am a graduate of the 5 year, 3 rotation Operations Leadership Development Program at Cigna. I'm also a proud Clemson alumni with a BS in Business Management. I live in Chattanooga, TN, love the outdoors, and have a passion for helping with food insecurity. I serve on the board of the Chattanooga Area Food Bank.
