About Denise Carter

Since joining TASB in April 2019, I have been busy helping create and grow TASB, Student Solutions. Student Solutions provides supports to districts in Special Populations areas (Special Education, Section 504, Emergent Bilingual, and Gifted and Talented). These customized supports include comprehensive Program Reviews, Workload Analyses to help with special education staffing decisions, Professional Development in any area of need, and Executive Coaching for campus and district level administrators and other personnel. Additionally, Student Solutions has a membership which includes model Operating Procedures, trainings and other resources and supports for districts who join. I have over 30 years of experience in education working in a variety of roles. Prior to joining TASB in April 2019, I served as a Director of Special Education for a multi-district cooperative, combining my passions of educating and advocating for students with disabilities and love of leadership. During my time in this position, I gained extensive knowledge and experience in compliance reporting, State Performance Plan indicators, special education program implementation, behavior and discipline, and budgeting. Other positions held in public schools include special education teacher, general education teacher, behavior unit teacher, elementary principal and behavior specialist. These occurred in districts of varying sizes helping to create an understanding of the diverse needs of each. I earned a B.S. in Education with a minor in Special Education from Southwest Texas State University (Texas State University) in San Marcos and a M.Ed. in Education Administration from the University of Texas at Austin. Currently, I am actively working on my dissertation study to complete a Doctor of Education in Leadership (focus on Higher Education) at Hardin Simmons University in Abilene. When not reading legal updates and engaging in other such continual learning activities, I love spending time with Rusty, my high school sweetheart and husband of 33 years, our four children, son-in-law, daughter-in-law and two soon to be daughters-in-law, as well as our first grandson. I thoroughly enjoy traveling and watching college sports in person and on tv, especially Texas Longhorn baseball, football, volleyball, and softball. Building relationships matters greatly to me and I look forward to meeting you and using my vast educational experiences to help you and your district meet the needs of all your students.
