With over 28 years of progressive leadership at the California Department of Corrections & Rehabilitation (CDCR), Division of Adult Parole Operations (DAPO), I developed extensive expertise in GPS electronic monitoring technology, program management, and statewide law enforcement operations. Beginning as a Parole Agent supervising high-risk parolees, I advanced through ranks to Associate Director, overseeing major statewide initiatives, policy development, and operational leadership of hundreds of staff. My career highlights include: Statewide GPS/Electronic Monitoring Leadership Directed the Electronic Monitoring Unit, leading the implementation, training, and expansion of GPS monitoring systems across California. Conducted vendor evaluations, contract compliance reviews, and quality control audits to ensure accuracy and reliability of monitoring technology. Partnered with DOJ, local law enforcement, and courts to leverage GPS data for investigations, litigation support, and crime scene correlation. Developed and delivered specialized GPS training to parole agents, law enforcement agencies, and stakeholders statewide. Policy, Compliance & Program Development Drafted and executed statewide policies and MOUs governing GPS/EID use. Responded to legal inquiries, managed litigation support, and contributed to contract negotiations with GPS vendors. Served as the subject matter expert for GPS research, providing data analytics for internal investigations, legislative inquiries, grants for the National Institute of Justice, and executive decision-making. Executive Leadership & Operations Management As Associate Director and Chief Deputy Regional Administrator, managed five regional districts and 350+ staff, overseeing parole operations, electronic monitoring, policy units, labor relations, and intelligence functions. Directed a multi-million-dollar statewide case management system implementation, guiding stakeholder engagement, vendor management, and budget oversight. Recognized for excellence, including Parole Agent of the Year (2006) and DAPO Professional of the Year (2015). Throughout my CDCR/DAPO career, I became known as a bridge between technology and field operations — ensuring GPS monitoring systems were not only compliant and reliable but also operationally effective in supporting public safety, investigations, and offender accountability.
