About Derek Fellows

I am a registered Professional Engineer with over 20 years of experience, a BS degree in Civil Engineering and an MBA. My work experience includes design, construction, disaster recovery and mitigation of state and local roads, bridges and culverts, storm drainage systems, retaining walls, all categories of Public Assistance work and Hazard Mitigation Assistance (HMA) grants. In Region IV, I have developed into the FEMA Region IV lead technical and benefit cost analysis reviewer for HMA grants performing a full range of project and grants review duties, including ensuring documentation and grant review are complete. I have completed grants management and contracting officer’s representative certifications and have been accepted as a national instructor for EMI’s Benefit Cost Analysis Course (E0276). I have contributed to the FEMA Building Science MAT reports, publications and technical bulletins for the National Flood Insurance Program and building codes. This previous building science work has paved the way to begin integrating building science principles and products into the RiskMAP program by augmenting risk communications and stakeholder engagement. Finally, I participated in a regional task force to develop 406 mitigation procedures and guidelines related to hydrologic and hydraulic studies. In 9 years of disaster deployments, I have supported 20 disasters caused by all natural hazards by writing hundreds of Project Worksheets (PWs) covering all categories of work with difficult, diverse and complex planning, implementation and engineering expertise. I have independently completed all stages of recovery and mitigation programs. Recently I served as HPA/406 Mitigation Lead on 2 disaster deployments where responsibilities required me to evaluate work performance of subordinates, give counsel or instruction to employees on work and administrative matters, identifying development and training needs and developing performance standards.
