About Dmitry Balashov

I seek to add value to every task - beyond what is asked for or expected. After 17 years in the power utilities sector, I have found my happy place at an intersection of economics, engineering, and technology, as applied to the disciplines of utility regulation, distribution planning, grid modernization, and operations management.I am driven by a conviction that power utilities can be both robust and affordable for their customers, by leveraging sources of latent economic value, acting as natural innovation conduits, and rethinking long-standing regulatory paradigms.Having started my career in government energy policy making, I have also worked for Canada’s largest municipally owned utility, built a mid-sized management consulting practice at a previously engineering-only firm, ran a distribution grid modernization group at a U.S-based Investor Owned Utility (IOU) and now find myself in energy sector management consulting with Charles River Associates. I have succeeded at a variety of tasks and settings - from finding $100M+ in acquisition savings via buy-side M&A due diligence, to implementing advanced utility asset management planning and prioritization tools, to winning major government infrastructure investment grants and negotiating complex agreements with energy sector technology vendors. My journey has also equipped me with a broad range of perspectives and managerial insights from overseeing and mentoring staff in a variety of settings ranging from Canadian unionized labour force to the U.S. private sector. I pride myself in my track record of building lasting connections with my employees and helping them on their respective growth paths. I am a former competitive fencer, turned international category referee and a former Board of Directors member for Fencing Canada. I hold Mater’s Degrees in both Business Administration and Public Administration.
