This effort should be community based, aimed at prevention of disease and injury, protection from disease threats, and promotion of health. Due to changing determinants of health, there is a need to determine the incidence and distribution of disease to all for the equitable control of health disparities, and the equitable delivery of public health services. The programs, services, and institutions involved should emphasize the prevention of disease and the health needs of the population as a whole.
