Donna Johnson, GrantWorks’ Senior Vice President of State Housing Programs, has over 35 years of experience working with state and federal-funded contracts, including business development, design and implementation of programs, overall project management, process/procedure development, and construction management. Her responsibilities include procurement, contract negotiation, code enforcement, fair housing, cost tracking, labor (union and non-union), and client relations. She has served as a trial expert witness and she has been sought out to consult with investment firms. Her responsibilities include all aspects of single family housing implementation. Including developing processes for eligibility, application intake, builder procurement, contract negotiation, code enforcement, inspections, estimating, fair housing, cost tracking, labor (both union and non-union), and client relations. She has held sole management responsibility for projects ranging from $2 million to $50 million. Donna is a seasoned implementer of CDBG housing and HOME programs, with 30 years of direct management experience. She knows what is required to monitor and provide oversight of federally funded housing projects successfully. She has served as the Program/Contract Manager of over single-family homes constructed as part of CDBG-DR and the HOME Program in the last 21 years, ensuring the projects meet all eligibility criteria and are HUD compliant. GrantWorks has successfully assisted over 600 commercial and state and local government entities in the design and delivery of a wide range of successful federal and state funded disaster recovery, mitigation, resilience, and community development programs.
