Consultant in the Electric Utilities Industries. Currently working with Washington, Oregon, California, Nevada, Colorado and New Mexico PUCs on GHG policy and day-ahead electrcity markets. Board member, Western Power Pool. The WPP, formerly NWPP, has added the Western Resource Adequacy Program within its portfolio of services to the west. In addition, the Southwest Reserve Sharing Group will be merging into the Northwest RSG, creating an almost-west-wide reserve sharing group under the coordination on WPP. Formerly Board Member and Treasurer of the New Mexico Renewable Energy Transmission Authority. Formerly member and chair of the Governing Board of the Western Energy Imbalance Market. Currently working with utilities and NGOs in Western North America to develop clean energy policies and strategies. Formerly Commissioner of the New Mexico Public Regulation Commission which is responsible for regulation of all electric, gas, water, telephone, insurance, and transportation companies in the state. Appointed by governor in November 2011. Previously, a Senior Director with IHS Cambridge Energy Research Associates (IHS CERA), now part of S&P Global Prior to 2001, Dr. Howe was a Vice President with GPU, Inc, a multinational utility company based in New Jersey, USA. Dr. Howe was a Franklin Scholar at the University of Pennsylvania and holds a Ph.D. and M.S.(mathematics) from that university. Dr. Howe graduated from the Advance Executive Education program of Duke University.
