About Douglas Hartz

Douglas Hartz is a Senior Manager for Examination Resources. He served as Deputy Commissioner for Company Supervision at the Washington Office of the Insurance Commissioner from 2015 to '19. He also served as Insurance Institutions Manager for Oregon Department of Consumer and Business Services from 2022 to '23. Since 1987 he has worked in area of receiverships. His current work covers market and risk surveillance, analysis, examination, supervision and receiverships of all insurers, health care services contractors, health maintenance organizations and other entity types that transact the business of insurance or other risk assumption. This also encompasses the oversight of the corporate and financial activities of those companies and the holding company structures of which they are a part. The aim is to promptly identify and work with troubled companies (very early when there are only symptoms of governance problems that are “red flags” of eventual financial problems) in order to minimize financial and other harms to their customers, other consumers, third-party claimants, other stakeholders and the general public. Mr. Hartz had served dozens of state departments and different commissioners in various receivership, law firm and expert capacities since 1987. He was staff at the National Association of Insurance Commissioners from 2001 to '05, was a federal Liquidating Trustee from 2012 to '13, and was a Fed. Receiver from 2008 to '12. He has been a frequent chair, panelist, moderator and speaker at many regulator and insurance industry events. He has served as a Board Chair and Member, Cmte. Chair, Treas, Vice Pres, and Pres. of the Int’l Assoc. of Ins. Receivers (IAIR) and has been a member of IAIR since its formation. Prior to 1987 he spent 8 years as a Systems Accountant with the Department of Defense - Security Assist. Acct. Center dealing the foreign military sales. He has the following degrees or designations – BSBA, MBA, JD and CIR-ML (Cert. Ins. Rcvr. – Multiple Lines) and was a CPA and attorney in Colorado prior to moving to Missouri in 1996. He has lived in or worked in more than half of the United States.
