About Douglas Liner

Financial consultant specialized in the energy and environment sectors in developing countries. He has over 20 years of experience in leadership and senior positions in different countries as a team leader, project manager and financial-economic expert for multilateral and private institutions in projects in developing countries and countries in transition in Asia, Central and Eastern Europe, and Sub-Saharan Africa. In the energy and climate sector, he has led multi-disciplined teams of international and local experts involved widely in the promotion of energy efficiency and renewable energies (via project identification and pipeline development, implementation of investment funds/ credit lines, transaction and policy advice, and ex-post evaluations). Since 2004, he has participated in the successful financing of multiple infrastructure and climate adaptation and mitigation projects, targeting actions for low-emission, climate-resilient development and development of the private sector.
