I currently serve as a senior environmental planner for AECOM’s Phoenix office and provide environmental technical assistance to AECOM projects in New Mexico, Utah, Texas, and California. I have over 41 years of experience in ecological and environmental consulting, research, and project management. My areas of technical experience and expertise include NEPA document preparation; Section 4(f); wetland delineation, functional assessment, permitting, and mitigation; water quality assessment; environmental permitting; terrestrial ecology; wildlife management; forestry; and hazardous materials. I have multi-modal transportation experience on projects related to highways, transit, rail, aviation, and container ports. I also have experience with natural gas transmission, high-voltage electric transmission, and fiber optic transmission. I served 16 years as a program and administrative manager for FHWA’s Offices of Research, Development, and Technology, and was involved in the development and management of FHWA technology transfer programs, training courses, and information resource management. I managed research programs concerned with NEPA; wetland delineation, functional assessment, permitting, and mitigation; highway runoff/water quality; terrestrial ecology; wildlife management; snow and ice control; and the transport of hazardous materials. While at FHWA I initiated their wetlands research program. I also served as regional manager and principal ecologist for an environmental consulting firm in Cincinnati, Ohio.
