With thirty-eight years of progressively responsible law enforcement and public safety experience, Dwayne has concentrated in organizational and staff development, budgeting, creative problem-solving and building partnerships in diverse communities. He has specific expertise in organizational assessment and development; recruitment, selection and retention; training; leadership development; creating a positive and ethical organizational environment; policy development, and conflict resolution. Dwayne holds a Bachelor of Arts in Criminal Justice and Masters of Public Administration from the University of Georgia. In 1996, he graduated from the 186th Session of the FBI National Academy and the Georgia-International Law Enforcement Exchange (GILEE) in Dwayne has served as Chairman of the Crisis Intervention Training Advisory Board for the Georgia Chapter for the National Alliance for Mental Illness (NAMI), State Board of Public Safety, Georgia Peace Officer Standards and Training Council (POST), and Governor's Commission on Family Violence. In addition, he has served as an advisory member and trainer for the International Association of Chiefs of Police (IACP) Technical Assistance Program as well as a mentor for new chiefs through the IACP New Chief Mentoring program since its development. He was recognized for his service and contribution to the program at the annual Conference in 2007. Orrick was elected to the Board of Directors for the Georgia Association of Chief's of Police from 2003-2009, President 2007-2008 He has presented at seven IACP conferences and frequently speaks around the country on a variety of topics including, Recruitment and Retention of Law Enforcement Officers, Leadership, Ethics, Operational Policy and Procedures, Budgeting, and Maneuvering in the Political Environment. Authored Recruitment, Retention and Turnover of Police Personnel and is a regular columnist for Law and Order magazine.
