About Dylan Simmons
Dylan Simmons is the Policy and Development Manager in the Office of Portfolio Management. His team monitors and researches regulatory changes, drafts policies, and creates guidance for our internal and external partners. Dylan joined DCA in 2022 as a Program Assistant. He was responsible for reviewing the Annual Owner Certifications (AOCs) and tenant certification submissions through Emphasys and providing responses to compliance-related questions. Next, Dylan was promoted to OPM's Special Projects Team as a Compliance Specialist. He processed Post-Award Concept Changes (PCCs), management company changes, and utility allowance methodology changes. He also worked to assist and address owners/agents experiencing gross noncompliance. Finally, as the Policy and Development Manager, Dylan has created policies to ensure compliance with DCA/GHFA's portfolio. This includes the Tenant Notification policy for properties exiting the LIHTC program and the Qualified Contract and Decontrol policies. Dylan has a Bachelor of Science in Political Science from Kennesaw State University and a Master's in Public Policy from Georgia State University.
