Background
About Dylan Waguespack
Notable Wins Designed and led the Housing Saves Lives campaign, which secured a record-breaking public comments in opposition to HUD’s 2020 Proposed Rule titled “Making Admission or Placement Determinations Based on Sex in Facilities Under Community Planning and Development Housing Programs,” resulting in the defeat of the proposal. Co-founded a Community Land Trust in 2020 in New Orleans to create permanent housing solutions for trans and gender nonconforming people experiencing homelessness in response to the economic devastation of the COVID-19 pandemic, and as its primary fundraiser, helped to secure over $1.5 million in foundation, major donor, and grassroots funding in less than 18 months. Coordinated lobbying strategy on the first transgender-specific legislation to pass the U.S. House of Representatives, H.Res. 124 by Congressman Joe Kennedy, a resolution condemning the Trump Administration's ban on open transgender military service, which passed with bipartisan support. Secured 28 point margin win as creative director of the fall 2018 Louisiana Constitutional Amendment 2 campaign, a statewide ballot measure which required unanimous juries for felony convictions. Led media relations and digital components of the 2017 Louisiana Justice Reinvestment effort to successfully pass ten landmark criminal justice reform bills — together, the most progressive package of criminal justice reforms passed by a state legislature in modern US history. Drafted and successfully lobbied for the passage of bills in the 2014, 2015, and 2016 Louisiana legislative sessions to expand opportunity for people impacted by homelessness, including protections from eviction for survivors of domestic abuse, expanded eligibility for child care assistance for homeless families, and in-state tuition and campus housing for current and former homeless and foster youth in postsecondary education.
