Ed is a lifetime resident of northern San Diego County and, since resides in Carlsbad with his wife, Monica, and their three children. Mr. Sprague holds bachelor's and master's degrees in public administration from San Diego State University. Ed is a full-time professor with Palomar Community College teaching fire technology and emergency preparedness classes.Sprague was originally appointed to the Board of Directors of Olivenhain Municipal Water District in 2008 to represent Division 5 and currently serves as the president. Mr. Sprague earned in 2010 the Recognition in Special District Governance certification from the Special District Leadership Foundation, and served on the Board of Directors of the Special District Risk Management Authority in 2011.Ed retired as a Deputy Fire Chief for North County Fire Protection District after 30 years in the fire service.
