About Edwin Byusa

With seventeen years of experience in the development sector, policy analysis and reforms, and regulation, I have demonstrated exceptional leadership in diverse roles. My skill set includes consultancy, evidence-based decision-making for policymaking, policy analysis and reforms, project/programme implementation, coordination, management, M&E, and more. Awarded the Africa Evidence Leadership Award 2024. I hold a PhD in Science Education and am completing an Executive MBA/Global MBA, certified in Project Management for Development Professionals. I am experienced in research with good publications, university facilitation, gender-responsive initiatives, different resource development, human resources, operations, and budget management to drive projects/programmes to success. I have global exposure and influence from serving on the senior leadership team of different international organisations with experience in system strengthening, data-driven policymaking, economic digitalisation, financial inclusion, digital transformation, education, inclusive education, policy reform, fundraising, health, SGBV, WASH, nutrition, gender equality/equity, child protection, community engagement, youth empowerment, environmental impact assessment, and safety. I lead different evaluation studies & research as the Principal Investigator. Built the capacity of government staff and stakeholders from a successful delivery or capacity needs assessment and policy and regulations assessments. I supported other countries' programmes. I had a reporting line to the headquarters in South Africa, Canada, and the USA. I have worked in diverse cultural and organisational contexts for projects/programmes funded by the World Bank Group, Mastercard Foundation, USAID, FCDO, GAC, Irish Aid, UNICEF, and the Government of Rwanda. Good at networking to influence positive project outcomes. Proficient in English, French, Kinyarwanda, and basic Swahili, I am a reviewer of SCOPUS-indexed journals. I successfully spearheaded the Capacity-building component of the Ministry of ICT and Innovation's program and contributed to the International Data Masterclass for non-analytical senior leaders across worldwide governments by UK's ONS, FCDO, ESCAP and UNSD; the Inclusive Education Initiative by the World Bank Group, and the Building Learning Foundations' support to the Ministry of Education in all matters to do with the Education Sector Strategic Plan; working with the Education Policy and Analysis Department. I headed the MEL department at FHI360 and Right To Play and coordinated the Bugesera Project.
