About Edwin Dilim

I am a dedicated professional with 9 years of experience in civil service. My background includes three years as an Information Systems Analyst, four years as a Project Evaluator in the planning department of an environmental office, and two years as a Project Assistant supporting application systems and project implementation for the Philippine government’s Science and Technology research office. I have strong skills in project project management and have often taken leadership roles in teams. I conducted policy analysis and program evaluations for environmental projects using document reviews, Focus Group Discussions (FGDs), key informant interviews (KIIs), and surveys. I also contributed to departmental planning and programming. Training in Results-Based Monitoring and Evaluation (RBME) and Public Policy Formulation helped me support the organization in meeting its goals and annual targets. As an Information Systems Analyst, I developed skills in business analysis, application support, and user assistance. I also led initiatives like workstation relocations, training sessions, and project rollouts, all aimed at improving user experience. To enhance my IT and cybersecurity skills, I earned a Diploma in IT Operations (GPA: 4.48) and completed a Co-op term as a Student Security Analyst with the Government of Manitoba’s Cyber Security Team. In this role, I gained hands-on experience with threat detection, incident response, and security tools such as Microsoft Defender XDR, QRadar, NSM Trellix, and Proofpoint. I also recently earned the ISC2 Cybersecurity Certificate and continue pursuing additional certifications in IT and cybersecurity. With my civil service experience and expertise in project management and systems analysis, I am eager to apply my skills to deliver innovative solutions at the intersection of technology, governance, and public service.
