Specialties: Urban infill and TOD real estate transactions for public/private partnerships (P3). With 30 years of real estate experience, Eli has established and maintained relationships with prominent real estate developers, brokers and other real estate development professionals. His experience in urban infill includes nearly square feet of commercial space, public parking facilities for over 700 vehicles, more than 1100 market rate condominiums, 335 hotel keys and over 350 affordable rental units. This experience demonstrates a proven track record of developing assets with physical and/or functional obsolescence, construction problems, poor market position, management issues, historic preservation requirements, and complex entitlements. Civic San Diego - Projects include the award winning Smart Corner mixed-use TOD project consisting of a 19-story residential condominium tower with ground floor retail, a 5-story commercial office building, realignment of a trolley line and construction of a new station, coupled with the 8-block,$31 million Park-to-Bay trolley and streetscape enhancement project. Other in-fill projects include: a Buca de Beppo restaurant, a Borders Books & Café; the $30 million historic Balboa Theatre; the 334-room Pendry hotel, a Montage Resort lifestyle product; and a $35 million P3 with Westfield to develop and construct a $17 million, square foot, urban public plaza. City of Oceanside - Redevelopment Director-Municipal government with an emphasis in land use law, community development and redevelopment. Major projects included: negotiations for a 450-acre parcel donated to the City of Oceanside; sf entertainment center with a 16-screen movie theatre; the assembly of surplus railroad right-of-way and remediation of brownfield sites for market rate housing and a public parking garage; negotiations for a proposed $200 million luxury beach resort and golf course; and various public infrastructure projects.
