About Elle Phillips

Early-stage startup support works best when it’s practical, consistent, and designed for access, not just the people who already know how to navigate the system. At LaunchVic I lead our work with pre-accelerator and university programs to boost the number of new Victorian startups and entrepreneurs, and ensure the ecosystem support is there when they need it. I'm in my element when developing the capability of others, designing and delivering programs, and helping to launch new ideas. Right now, I lead and : • NOVA builds the capability of the people who support founders, helping program managers design and deliver better, more consistent startup programs. • CivVic Labs partners with government to run challenge programs that connect real public-sector problems with startups and innovators, supporting early validation and pathways to impact. My background spans research commercialisation (CSIRO), startups/social enterprise (Sockos co-founder), corporate innovation and venture building (Venturetec), and large-scale change and capability building (McKinsey). Across it all, I’ve focused on capability-building that helps new ideas and new technology move from concept to execution. Outside of work I’m an amateur gardener, avid potter, and temporary carer for Guide Dogs Victoria puppies in training.Always happy to connect. If you reach out, please include a quick note on why you’re getting in touch or where we’ve crossed paths.
