About Elpida Tsiarta

With over a decade of experience in the legal field, I bring a pragmatic, people-focused approach to navigating complex regulatory frameworks and institutional negotiations. As Head of Rules, Regulations and Social Dialogue (RSD) at EUROCONTROL, I lead a team of legal experts and administrative assistants to ensure that the Organisation’s service regulations are applied consistently, fairly, and strategically. My work sits at the intersection of law, policy, and people. I advise senior management on regulatory risks and staff relations, coordinate statutory committees, and support the Director of People in delivering structured social dialogue with staff representatives. I contribute to the development and modernisation of the Agency’s employment framework by drafting rules and legal provisions across a wide range of areas – from teleworking and performance management to allowances and operational staffing rules. Grounded in public international and international civil service law, I aim to build legal frameworks that not only uphold institutional integrity but also foster trust, transparency, and accountability across the Organisation. I believe in leading with clarity, empathy, and precision — and in building legal systems that support not only compliance, but also collaboration and institutional resilience.
