About Elsa Frey

I'm a program manager, grant writer, and monitoring and evaluation (M&E) specialist focusing on sustainable development and humanitarian relief. I have extensive experience in both the government and non-profit realms, field experience in the Philippines and Ethiopia, expertise in program impact evaluation, and certification from Project Management for Development Professionals (PMD Pro.) I'm currently a foundation relations and grants officer for Medical Teams International, a global health humanitarian organization based in Portland, OR. Previously, I was a program manager for Green Empowerment, a small non-profit delivering integrated renewable energy and WASH projects in Latin America and Southeast Asia. Before relocating to the West Coast, I worked for more than four years at the United Kingdom Mission to the United Nations in New York, where I represented the UK Government in the General Assembly, protected policy red lines, and promoted progressive agendas in the areas of public health, children/youth, education, ageing, maternal and child health, and African development. I also managed the UK's relationship with UNICEF, including providing management and oversight for DFID's donation to core funding (£40 million annually.)
