About Eoin Oneill

Eoin O'Neill is Director of the UCD Earth Institute and a Professor in Environmental Policy at University College Dublin. He is a chartered planner with the Royal Town Planning Institute (MRTPI). Prior to being appointed at UCD he worked as a Technical Specialist in Flood Risk Management in the UK Environment Agency. Eoin was appointed Director of UCD Earth Institute in 2023. The Institute fosters multidisciplinary research and is a focal point for UCD’s environmental, climate and sustainability research. Previously Eoin served as Head of UCD School of Architecture, Planning and Environmental Policy, one of the largest non-executive schools in the University, between 2018 and 2024. Eoin is an active researcher and seeks to advance research findings to inform policy. His research interests concern the interactions of people and the built environment, under the broad themes of risk (perception and behaviour), and policy design. Having secured over €1m in research funding, he is involved in a number of funded research projects across these areas and has published widely in leading international journals, receiving Article of the Year award from the Journal of American Planning Association (JAPA) in 2019. In addition to acting as an expert reviewer for various international funding bodies and publications, Eoin has held visiting positions at Peking University Beijing and the University of Indiana at Bloomington (The Ostrom Workshop). He has also visited and lectured at the University of Illinois at Chicago, University of Surrey (Environmental Psychology Research Centre), and the University of Wisconsin at Milwaukee. He is currently Vice Chair of the University College London–RTPI Partnership (Accreditation) Board, and previously served as Chair of the RTPI Partnership Board at the University of Manchester and Vice Chair at the University of Liverpool. He has participated at the MOC Affiliate Network at the Institute for Strategy and Competitiveness, Harvard Business School.
