I currently manage PennDOT's Western Regional Office of Chief Counsel based in Pittsburgh, PA. I manage an office of six attorneys and three support staff. The office is responsible for various litigation matters in a 26-county region in Western Pennsylvania. Litigation matters include eminent domain, driver licensing, state mining commission, tort and general civil matters, and administrative matters (including before the State Civil Service Commission). I also assist six engineering districts with their day-to-day legal needs including general legal advice, right of way acquisition, contract matters and various other needs. I regularly interact with senior district-level management as well as PennDOT's central office in Harrisburg. Specialties: Administrative law and litigation, real estate law, outdoor advertising, regulatory practice, appellate litigation, eminent domain, utility law (limited to rail-highway crossings).
