Mr. Witten is an experienced senior Project Manager with over 30 years managing complex oil and gas, mechanical, electrical, LNG and pipeline projects in the U.S, Alaska, the Middle East and Far East both onshore and offshore. His qualifications include project planning, project engineering and design, development of RFP and AFE packages, permitting and agency interface, SCAQMD and CARB emissions negotiations, scheduling and cost tracking, on-site project management, direct supervision and coordination of contractors, vendors and suppliers, pipeline integrity management, power generation and energy efficiency studies and the management of drilling programs and owner interface. He has managed, supervised and successfully completed a wide variety of major capital construction and drilling projects that combined mechanical systems, pipelines, pump stations, tank farms, and the installation of underground utilities and pipelines. He has extensive field experience working with and coordinating the activities of contractors, engineers, subcontractors, consultants, inspectors and technicians on his projects through completion. Mr. Witten has a strong safety record and has been actively involved in the management of change ( M.O.C.) and process hazard analysis ( P.H.A.) programs and with developing procedures and implementing, managing and enforcing successful health and safety programs. During his multi-disciplined, international petroleum engineering career, he has developed excellent program and project management skills and gained extensive hands-on experience in field supervision, management and completion of all types of mechanical and electrical system installations, petroleum tank retrofits, pipeline and underground construction projects. He is a schedule and cost focused senior project manager with a reputation for getting the job done on time and on budget.
