With over 35 years of experience in policing complex urban and suburban environments, including county and municipal government, I have honed my expertise and leadership skills. I possess more than 22 years of supervisory experience, including 15 years in command and executive positions marked by increased responsibility, accountability, and diversity, requiring specialized leadership skills, traits, and dedication. I am recognized for my effective command leadership in both administrative and operational positions, such as Patrol Command, Investigations, Internal Affairs, Intelligence, Narcotics, and Special Operations. I embrace the Community Policing and Intelligence-Led Policing philosophies, with documented and proven success in crime reduction through implementing successful collaborative community strategies, anti-gang initiatives, and prevention programs within a team environment. I possess practical knowledge and experience in evaluating and managing federal grants from local and national perspectives. My strategic leadership and team management skills enable me to utilize a participative management style that empowers each person to contribute and develop professionally, build loyal teams, and maintain excellent union relations. As a visionary change agent, I identify trends and develop forward-looking responses to crime trends, leveraging technology and community partnerships to reduce crime. I utilize innovation and technology to improve efficiency and quality. I am a champion of community policing and diversity within and outside the organization. I have effectively paired community policing with Intelligence-Led Policing by establishing a statewide online network of real-time law enforcement and loss prevention information and intelligence sharing known as the Florida Organized Retail Crime Enforcement (FORCE) network. I am actively engaged in leadership positions addressing local, regional, and state security and information-sharing endeavors, including Fusion Centers, Criminal Intelligence, Regional Domestic Security Task Force, and the Urban Area Security Initiative.
