About Ethan Messimore

With over 9 years of experience at the Tennessee Department of Transportation (TDOT), I’ve honed my ability to manage the full lifecycle of transportation projects, from concept to completion, while making sure we meet the unique needs of local communities across Tennessee. Currently, as the Team Lead of the Engineering Section within the Local Programs and Community Investments Division (LPCID), I oversee a talented team of 8 engineers who manage all engineering related activities for local transportation projects. We support everything from initial project scoping and NEPA documentation to final design, right-of-way acquisition, and construction coordination. The goal is always to ensure timely delivery of projects that meet the highest technical standards and align with both state, local and federal funding requirements. Aside from my management role, I’m additionally responsible for project tracking of our program, managing plan set reviews, conducting independent cost estimates, and verifying that all funding is appropriately programmed to deliver projects within scope, schedule and budget. This is crucial to ensuring that each project stays within its means and is compliant with the necessary regulations. Before taking on this leadership role, I spent time in TDOT’s Railroad Coordination Office, where I developed expertise in coordinating complex, multi-agency projects that required detailed attention to individual railroad entities and regulatory processes. The focus of my office is not only about helping to deliver a solid project, but to also change the culture and vision of the Local Programs Office. We are about building strong working relationships with local governments, consultants, and the communities we serve to make sure every project delivers value and improves quality of life for Tennesseans.
