About Evan Doyle

For a decade I have been supporting governments, international funding agencies, and the private sector to design scalable and sustainable solutions for the world's most pressing health challenges. As an Advisor at The Global Fund, I lead the development of the organization's internal and external positioning on emerging strategic priorities, such as Climate Change and Health, and advise on key strategy and policy issues for a $13 billion USD portfolio across 126 countries. My specialties include strategy consulting, monitoring and evaluation (M&E), policy development, market access, new product introduction, program development, health economics, health financing, and innovative approaches to the HIV response. I enabled more than 65% of low- and middle-income country and over 30% of global oral pre-exposure prophylaxis (PrEP) initiations by providing technical assistance on new product introduction and scale-up to governments in South Africa, Kenya, Malawi, Zimbabwe, Eswatini, Nigeria, Lesotho, Myanmar, and Cambodia. I also shepherded highly consultative and inclusive processes to develop the Global Fund's 6-year Strategy and first corresponding Theory of Change and M&E Framework, articulating a more than $30 billion USD investment case, program priorities, and performance measurement needs for two replenishment and grant cycles.
